CHAPTER – 1

The particulars of its organization, functions and duties (Section 4(1)(b)-I)

 

 

District Election Office, Champhai is one of the Administrative organizations in the administrative Set up of the D.C’s Office. The functioning of the Office is more of a regulatory, and statutorily body. It functions under the superintendence, directions and control of the Deputy Commissioner/District Election Officer.

 

 

 

Functions / Duties:

The  primarily the duties and functions of District Election Office are Conduct of Elections and Implementation of Electors Photo Identity Card Scheme. 

Conducting free and fair Elections and error free Electoral Rolls and no voter to be left behind continues to remain the primary and priority areas of the District Election Office. Public are periodically informed of the programmes of the revision of Electoral Rolls through press release, advertisements and Social Media with which the public are called upon to

(1) Claim for the inclusion of a name in the roll and

(2) Object to an entry therein, which is subject to eligibility as laid down in the Law

(3) Correction of particulars

 

 

 

CHAPTER – 2

The Powers and Duties of Officers and Employees (Section 4(1)(b)-II)

 

 

OFFICERS IN DEO CHAMPHAI AND SUBJECTS ALLOTTED:

 

The functions/duties of the officers and employees are as follows:

All matters relating to election matters involving statutory / legal provisions are routed through him to the District Election Officer

 

All service matters, where court cases, disciplinary

Lower Division Clerk

All files related to Election and Election materials record keeping etc. Are dealt by the clerk.

Data Entry Operators

All data entry works related to Electoral Rolls including issuance of Voter ID cards are done by Data entry Operators

Peon

Peon  maintains the office regulation. return drafts, spare copies, etc. to concerned staff after issue and help despatcher in office work etc

 

CHAPTER – 3

 

The Procedure followed in the decision making process, including channels of supervision and accountability

(Section 4(1)(b)-III)

 

The Directorate of Election, Mizoram, Aizawl is the decision making authority on all matters relating to conduct of elections and further instruct District Election Office through Notifications, Orders, Directions and Instructions are with the approval of Election Commission of India. The Election Commission of India is appointing authority for Gazetted posts., Directorate of Election for Non-Gazetted posts.

Moreover,  State Election Commission , Mizoram , Aizawl is the decision making authority on all matters relating to conduct of Election to Local Bodies and further instructs all District Election Offices through Notifications, Orders, Directions etc

 

CHAPTER – 4

The norms set by it for the discharge of its functions (Section 4(1)(b) -IV)

 

 

The department follows the norms set out for all Government of India offices by the Department of Personnel & Training/Department of Administrative Reforms and Public Grievances.

 

 

 

 

 

 

 

 

 

CHAPTER – 5

 

The Rules, Regulations, Instructions, Manuals and Records, held by it or under its control or used by its employees for discharging it functions;

The rules and regulations, instructions, Manuals and records are as prescribed by the Ministry of Personnel, Pension and Public Grievance. No seperate rules are framed by District Election Office, Champhai

A statement of the categories of documents that are held by it or under its control (Section 4(1)(b) -VI)

CHAPTER – 7

 

The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof (Section 4(1)(b) -VII)

Before every Ordinary Elections to Village Councils or Legislative Councils,  All Party Meeting is held to discuss all issues relating to conduct of elections. Every representation given by member of public is processed in the concerned section and a reply is invariably sent to the petitioner.

 

CHAPTER – 8

Election Commission of India is the final decision making authority.

CHAPTER – 11

The budget will be allocated by the Government under non-plan funds as per the proposals submitted by the District Election Officer, under each Head basing on the expenditure incurred during the last year. The funds allotted for the financial year 2019-2020 for the expenditure, salaries, funds for Conduct of MP Election 2019 and other office expenditure is Rs.23,887,303 /.

In the District Election Office, all information relating all Election matters are available in all Working hours are from 9:30 A.M to 5.00 PM. Any information relating to votes secured by parties and number of seats won by various parties in the local body elections etc. can be obtained from the concerned wing. Voterhelpline mobile app and nvsp portal are widely awared to citizens of the Champhai District for retreiving Voters’ self information.
